suggestion : new ranking policy.

Greetings agn inhabitants, I have returned, this time with a new pc even worse than the old one! Anyways here is my suggestion.

It has come to my attention there has been several struggles on ranking. To solve this i have a suggestion for a more strict rankup system.

I believe (from trusted and up) we need a more strict and orderly rankup system. So my suggestion is to use more "object" based rankups.

Example.
When you are a trusted and want to volunteer/apply for architect you will need a project to base the application on. You will need to have at least one major building /a city to apply. This includes megabuilds and such.
And i believe the masterbuilder rank should be a little harder to achieve.
It would be a nice with a serious system that is easy to judge.

But then you might ask: Who are going to be judges? And what should the judge look after? Well i think we should let people build their projects, and afterwards we could have a "voting system" where all op+ have their vote on who to rankup.
