Server Government Type? Empty Server Government Type?

I kinda think the server should follow some form of government like a Monarchy, Parliamentary, or Republic. Anyone have any other government type suggestions?

At the moment we have two governments but the stormcloaks claim precendence over the horde.
As such, we have a 'high king', CloseKnight, but I would replace him were he to be overthrown.
So in short, we already have a governmnt. Not very involved, though.
